In the not-so-distant future, after the U.S. was nearly destroyed by over-population, America has become a utopian society due in part to a national committee controlling fertility by forcing couples to meet stringent requirements and pass radical parental tests.

Evelyn, 20s, gets hired to work for the committee and sees their sinister ways first hand under her tyrannical boss, Hawkins. After her sister Susan fails the fertility test, she is desperate and seeks out the underground rebel force known as The Ferts to aid in her fight to have children. The Ferts help desperate couples become fertile illegally but are also hatching a plot to bring down the committee for good. Susan and Evelyn are abducted by the Ferts and meet the leader, Adam, who explains to Evelyn the true evil intentions of the committee.

Adam explains their plans to sabotage the committee and once Evelyn has changed her allegiance, she is sent to gather information about the committee and its weaknesses, knowing that getting caught could mean her death. But once the explosive plan is underway, it’s too late to turn back. Years after the Ferts have accomplished their goals, however, Adam and Evelyn play with their own child in an area surrounded by poverty, crime and ghettos
