The Tijuana Cartel is on the brink of defeat. Rival cartels have cut off their access to cocaine and heroin. In order to survive, Tijuana develops a powerful opioid-based pill. On the street it becomes known as Dice.

Felix Ortega, the boss of the Tijuana Cartel, recruits an ex-US Intelligence operative, known only as La Blondie, to provide security for his new operation. La Blondie then approaches Kam Stevens, a former SEAL, to run the enforcement side of Tijuana’s operation. Kam accepts the job so that he can provide for his autistic son, Logan Stevens, and his estranged wife, Kaitlin, believing that he will just provide security and collect payments. However, once the other cartels see the profitably of Dice, an all-out war ensues. Kam struggles to deal with the violence that is all around him.

Brenda Dahill, a DEA agent in charge of the Devil’s Dice task force, checks her brother, Collin, into rehab. Their parents have recently died in an accident and Collin has turned to Dice to cope with his depression. She pleads with Collin to try and beat his addiction but their conversation is cut short when Brenda is notified by Frankie Tigeria, a captain in the Mexican Anti-Narco Task Force, that a bloodbath has just taken place in Tijuana. Brenda rushes to the scene and she and Frankie set out to find a witness.

Meanwhile, Kam tries to talk Felix into wholesaling Dice to the rival cartels. Felix refuses and once Kam leaves he and La Blondie decide to put Kam’s loyalty to the test. The next day, Kam meets La Blondie and another enforcer, Rivi, at a Tijuana Pharmacia who is selling a knock-off Dice. Kam enters the Pharmacia believing that they will deliver a warning to the owner and leave. Things don’t go as planned. Inside the Pharmacia is a family. La Blondie threatens to rape the owner’s teenage daughter unless he informs on who is supplying him with the knock-off Dice. Kam is forced to make decision: does he protect the family in the Pharmacia and risk the safety of his own family?

Kam decides to protect the young teenage girl. A fight ensues, Kam is able to kill Rivi but La Blondie narrowly escapes, and Kam is wounded during the struggle.

Knowing his family is in danger, Kam races across the US/Mexico border. He is pursued by the US Customs and police officers in a wild chase that ends at Kaitlin’s house. La Blondie’s men have beat him there and he finds Kaitlin and Logan murdered. Officials take Kam into custody.

Kam is taken to the hospital where Tyson, a member of the Aryan Brotherhood who is allied with Cartel, attempts to murder him. But Kam is able to overpower Tyson. He questions him, using a cardiac defibrillator to coax the answers out of him.

Kam escapes custody and heads off to find Tyson’s partner, Pike. But Brenda is also on Pike’s trail and finds him first. But Pike gets the drop on her. Pike brutally questions Brenda but Kam stops him from killing her. Kam and Brenda forge an alliance. Kam is bent on destroying the cartel, Brenda on a quest to save her brother. But can the two of them work together to achieve their goals or will Kam sacrifice Brenda and her brother to destroy the man who murdered his family.
