In the red light district of Tokyo, Japan – 1875, a posse of swordswomen led by LADY SHIRANUI, 39, a Chinese-Japanese former general, attends an underground auction. The Master of Ceremonies initially addresses his audience in Japanese and begins to read a passage from a tome to be auctioned, which turns out to be a somewhat familiar biblical verse. Halfway through his read, there is a seamless switch to English, which is spoken throughout the rest of the movie, establishing that the language actually spoken is Japanese, but the English is merely a translation the modern audience can relate to instead of reading subtitles for the entire film. The posse buys an ironclad battleship at this auction.
It turns out that 40 years earlier, the emperor’s daughter, PRINCESS NOWAKE, then 20, who was jilted at the altar, started a military academy for girls to show that women can be strong and objective after her father refused to break tradition and hand her the throne.
This posse is made up of former soldiers of that academy (and base) who were used by corrupt government officials to assassinate a legitimate businessman who had struck oil in Japan and refused to sell the oil fields. The officials tried to frame and erase the general and her squad via a police ambush, but they escaped, took revenge and decided to overthrow the government. This leads to a clash with the current general of the academy and base, MILLA KAZUTOSHI, 30, a California native who enlisted in the academy as a little girl after her parents were killed by bandits in Japan en route to a business meeting.
In an exhibition match, Milla's sword breaks, as witnessed by MISHIMA, 12, a boy who works at the academy aspiring to become a samurai. Thereafter the boy is treated by Milla to a restaurant outing, after which he notices its waitress KASUMI, 13, being roughed up by a gang in an alley. He takes them on and they eventually thrash him. Back at the base he asks Milla for a strategy to beat them. Supplied with it, he goes back, overcomes them and frees the girl.
Milla then goes to Tokyo, to a renowned swordsmith, SAKURA, 40's, to get herself a new sword. Incidentally, one of Lady Shiranui's elite soldiers, HAYASHI, late 30's, simultaneously heads to Sakura's seeking a sword prior the upcoming coup. Attempting to take one by force, she is then captured by Milla.
After being starved for 3 days and threatened to be put out in the sun and left to dry, Hayashi spills the beans on Lady Shiranui's plans, also revealing the battleship's location. LIEUTENANT-GENERAL AIKO TAKERU, 30, surreptitiously goes after her, even after being ordered not to do so. Meanwhile, Milla coordinates her efforts with the navy, when Aiko's ship is sighted approaching the battleship. Milla rushes out to sea via navy battleship. An epic battle and showdown between Shiranui and Aiko ensues. Milla arrives, but is too late. Shiranui kills Aiko. The two ironclad ships then battle and sink. The survivors go their separate ways via lifeboats, Shiranui escaping via motorboat, a prototype then.
This leads to further questioning of Hayashi, who reveals the whereabouts of Shiranui's hideout. Milla selects two soldiers and heads there for a series of one-on-one battles. In the end, Milla and Shiranui duke it out. Milla defeats her and Shiranui is arrested.
Milla then goes to see the EMPRESS, formerly Princess Nowake, now 60, to ask a favor of her. She reasons the country would be better off not excluding men, who make up the bulk of the infantry, from the elite military academy. The empress concurs. 2 months later, Mishima trains in formation with other cadets, in the academy's uniform, boys and girls alike.
