The screenplay opens by establishing the setting of Prescott, Arizona, a small mountain town that has grown over the years. It then introduces the main characters:
Lance Burke, a politician running for president who is shot dead in his car, with his murder made to look like a carjacking.
Kyle Jefferson, a corrupt congressman and presidential candidate who is having an affair with his mistress, Maria Sanchez. Maria overhears Jefferson implicating himself in Burke's murder.
Danny Cahill, a police detective who is investigating Jefferson's ties to the Russian mob and political corruption.
Danny is killed when he gets too close to exposing the truth.
Ethan Cahill, Danny's brother, also a detective. He vows to find Danny's killer and bring them to justice.
It is revealed that Captain Brent Styles of the sheriff's department and Detective Jack McGuire are working for Jefferson and involved in Danny's murder. McGuire is the one who pulled the trigger. They try to cover up Danny's murder.
Maria goes into hiding and reaches out to Danny's widow, Tina, for help, afraid Jefferson will have her killed too. She provides a recording implicating McGuire and Jefferson in Danny's murder.
Ethan takes over Danny's investigation. His inquiries lead him to dirty cop William Patterson, who tries to abduct Maria. Ethan beats Patterson, who implicates McGuire before being sniped by a hidden gunman.
Styles provides Ethan and his partner, Mike Honeycut,t with false leads to throw them off the trail. However, Ethan obtains Maria's secret recording from Tina. Honeycutt identifies McGuire's voice on the recording, confirming his involvement.
McGuire kidnaps Tina and Maria to try and get the recording back. Ethan arranges a meeting to exchange the women for the recording, but it's a trick. A gun battle ensues, ending with McGuire's death.
In a plot twist, Honeycutt turns on Ethan, revealing he is also working for Jefferson. Honeycutt shoots Captain Styles when he tries to surrender. Tina kills Honeycutt in turn, saving Ethan's life.
The story ends a year later. Jefferson has been impeached and indicted based on the evidence Ethan secured. Danny's widow, Tina, and Maria have given birth to babies fathered by Danny and Ethan, respectively. The two couples visit Danny's grave, finding justice and closure at last.
