Searching for her missing sister, FBI agent Cassandra Fields finds herself in a little backwater hole called Rottsfield, a town infested with corruption on each of its rotting corners. After an awkward meet and greet with some locals, the callous sheriff Rexton, and a group of goons, Fields is swiftly bundled into a pick-up truck and driven out of town, kidnapped.
Burke, an undercover local agent races after her, finds her in the decaying shack that belongs to Aubrey, a dangerous red-neck. After a stand off, followed by a couple of shots, they escape, taking with them a young girl they found tied up in Aubrey's basement – unfortunately she's not Fields missing sister.
They seek the help of a farmer, McEldry, someone Burke has a history with, to hold up and hide the young girl. In the confusion at Aubrey's shack, Fields leaves her FBI id. behind. This alerts the sheriff and his employer, Callahan, to her presence, something Callahan is not pleased about. This will interfere with his plans over the next twenty four hours to move some human traffic across the border. A cargo that includes Fields missing sister.
